Definition
Proportion of youth (aged 15-24 years) not in education, employment or training (also known as "the youth NEET rate"). For the purposes of this indicator, youth is defined as all persons between the ages of 15 and 24 (inclusive). According to the International Standard Classification of Education (ISCED), education is defined as organized and sustained communication designed to bring about learning. Formal education is defined in ISCED as education that is institutionalized, intentional, and planned through public organizations and recognized private bodies and, in their totality, make up the formal education system of a country. Employment is defined as all persons of working age who, during a short reference period (one week), were engaged in any activity to produce goods or provide services for pay or profit. Persons are considered to be in training if they are in a non-academic learning activity through which they acquire specific skills intended for vocational or technical jobs.

Numerator:
Number of youth aged 15 to 24 years minus youth in employment and youth not in employment but in education or training.
Denominator:
Number of youth aged 15 to 24 years.
Calculation:
Numerators are divided by the overall denominator and multiplied by 100. Regional aggregations: The NEET aggregates are derived from the ILO modelled estimates that are used to produce global and regional estimates of, amongst others, rates of youth not in employment. These models use multivariate regression and cross-validation techniques to impute missing values at the country level, which are then aggregated to produce regional and global estimates. The regional and global NEET rates are obtained by first adding up, across countries, the numerator and denominator of the formula that defines NEET rates as outlined above. Once both magnitudes are produced at the desired level of aggregation, the ratio between the two is used to produce the NEET rate for each regional grouping and the global level. Notice that this direct aggregation method can be used due to the imputation of missing observations.
IPUMS:
The number of persons aged 15 to 24 years not in employment, education or training divided by the total number of persons aged 15 to 24 years. Employment status is determined using the IPUMS EMPSTAT variable. The definition of employed and unemployed varies across samples. The reference period for the employment status question varies across censuses. School attendance is determined using the IPUMS SCHOOL variable, which indicates if the individual was attending school at the time of the census or within some specified period of time prior to the census. For most samples, school attendance was determined as of the time of the census; some censuses consider attendance any time in the previous year to be an affirmative response. In all countries the nature of the inquiry on school attendance aims primarily at identifying those persons attending schools with a normal program of study leading ultimately to a succession of grades or levels. There are differences, however, in the inclusion of correspondence courses, adult literacy classes, and similar non-traditional studies.
