The average number of live births a hypothetical cohort of women would have at the end of their reproductive period if they were subject during their whole lives to the fertility rates of a given period and if they were not subject to mortality. It is expressed as live births per woman.

DHS:

Numerator:
Number of births that occurred in a period (typically the 1-36 months before the survey) to women aged 15 to 49 years years at the time of the birth.

Denominator:
Number of women-years of exposure in the same period (1-36 months before the survey) of women aged 15 to 49 years.

Calculation:
The TFR is the sum of the Age-Specific Fertility Rate (ASFR) for all women multiplied by five. The ASFRs are those for the seven five-year age groups from 15-19 to 45-49. The age-specific fertility rate is calculated as the quotient of the numerator divided by the denominator for each age group, multiplied by 1000. The result is an average rate over the 36-month period, expressed as an annual rate per 1000 women.

IPUMS:

The number of children that would be born per woman according to current age-specific fertility rates. TFR is the sum of the age-specific fertility rates (expressed as rate per woman) calculated for indicator number 1 multiplied by five to account for five-year age groups. Where available, births during the 12 months preceding the census are identified using the IPUMS BIRTHSLYR variable which corresponds to the census question asking women the number of live births during the last year. For censuses that do not include BIRTHSLYR but do include variables indicating month of last birth, births during the 12 months preceding the census are identified by summing births occuring in the twelve months preceding the month of enumeration. A census month variable is constructed for the purposes of this indicator and will soon be available from IPUMS.
